Two products, both white, both applied before the paint, both sold by the same dealer who will happily tell you that you need both. The confusion is understandable.
They do entirely different jobs, and one of them is optional considerably more often than you might think.
Putty and Primer Do Completely Different Jobs
Putty is a levelling material. It is essentially a fine filler applied to smooth out undulations, minor pits and surface roughness in plaster. It is applied with a blade, allowed to set, and sanded flat. Its purpose is entirely cosmetic geometry.

Neither substitutes for the other. Putty does not seal, and in fact adds a porous layer that needs sealing. Primer does not level, and applying it thickly to fill dips just produces a thick primer coat with dips in it.

Putty before primer, always. The logic is simple: putty is a porous, often alkaline material, so it needs sealing after application. Priming first and then puttying would leave that unsealed layer sitting on top of your sealer, which achieves nothing.

For exteriors, use either an exterior-grade water-resistant white cement putty or an acrylic exterior putty. The cheap interior white cement putty found in every hardware shop will not survive outdoors.
Why Interior Putty Fails Outdoors
Interior putty is formulated for a dry, stable environment. It has minimal water resistance and no flexibility built in.
Outdoors it faces wetting and drying cycles, thermal movement of perhaps 20 degrees between day and night, and direct water contact during driving rain.
What happens is predictable. The putty absorbs water, softens slightly, and loses cohesion. Then it cracks with thermal movement. The paint film above, still intact, detaches with the putty attached to its back. You get sheets of paint coming away with a white powdery layer on the reverse, and the plaster underneath looks fine.
People diagnose this as paint failure. It is putty failure.
When You Should Skip Putty Altogether
This is worth saying because putty gets applied by default on a lot of Indian jobs where it adds cost without adding value.
Skip it when the plaster is already reasonably smooth and even, when you are repainting a sound existing film, on textured or rough-finish elevations where the texture is intentional, and on boundary walls or utility structures where a perfectly flat finish is not the point.
Use it when the plaster is visibly uneven or pitted, after significant crack repair where you need to blend patches into the surrounding surface, or when you want a genuinely smooth premium finish on a feature elevation.
Putty on a 2,000 sq ft exterior adds roughly Rs 8,000 to Rs 15,000 in material and labour. On an already-smooth wall that money is better spent on a third finish coat.
The Sanding Step Between Layers
Sanding is what makes putty worth applying, and it is the step most often rushed.
Sand after the putty has fully set, usually 6 to 8 hours per coat, not while it is still soft. Use 180 to 220 grit for exterior work. Work in circular motions and check with raking light rather than flat light, because undulations are invisible head-on.
Then remove the dust completely. Brush down, then wipe with a slightly damp cloth, then allow to dry. Sanding dust left on the wall prevents the primer bonding properly, which undoes the whole exercise.
